Tetsuya Chiba (千葉 徹彌 or ちばてつや, born January 11, 1939) is a renowned Japanese manga artist, celebrated particularly for his compelling sports narratives. Originating from Chuo, Tokyo, he spent a significant portion of his early years in Shenyang, Liaoning, during a time when northeast China was under Japanese occupation amidst the Second Sino-Japanese War. His father was employed at a local paper factory during their stay in China. Chiba is part of a creative family, with two younger brothers, Akio Chiba and Shigeyuki Chiba, who also pursue careers in manga, with Shigeyuki writing under the pseudonym Taro Nami, primarily focused on sports-themed stories.

Chiba is best known for his iconic series, "Tomorrow's Joe," which remains a landmark in the sports manga genre. His early works continue to resonate with audiences, maintaining their presence in print due to their lasting popularity.
