Blind swordsman and itinerant masseur Zatoichi visits the village of his late mentor, Hikonoichi, only to discover a dark tale of betrayal. Following the murder of Hikonoichi and the imprisonment of his innocent daughter, Osayo, Zatoichi teams up with Denroku, a local dice player and devoted father. Together, they expose a corrupt alliance between the governor and a local crime lord, who exploit farmers through fraudulent tax schemes and force their daughters into a brothel. With the help of Denroku's daughter, Otsuru, Zatoichi prepares to confront the villains and restore justice.
